I spent a lot of time debugging this issue in PLex and in Kodi. Ultimately, I noticed some stutter when doing passthrough of HD audio tracks on some videos. The HD audio passthrough would cause the video to skip one or two frames randomly every 30 seconds or so. The non-HD track off the same videos would always play perfectly. It was easy to reproduce, on both Kodi and Plex.
Several Shield reboots later, everything is now smooth. I haven’t anything. My gut feeling is that my issues might be stemming from HDMI handshake issues, or maybe some background work happening at system level and disturbing the play
Here is a summary of my setup:
NVidia Shield 2019 Pro, NO hotfix installed
Gigabit LAN connection
Plex 7.28
Yamaha RX-1080a
EPSON EH-TW7100
Playing mostly makemkv rips, with VC1, H264 and HEVC videos, direct play only
Passthrough: HDMI
New Player: ON (Turning ON and OFF seems to make no difference to me)
Adapt Display Refresh Rate: ON
@devs: It would be really making a difference if we could have more debug info about what’s happening at the player level. Similar to what Kodi does Video playback - Official Kodi Wiki. Turning this ON on My shield with Kodi as allowed me to precisely and quantitatively detect video stutters.
I know that you are using ExoPlayer V2 for the new player, I would love to know if we could print some of its debug info as an overlay.
Also, if there is ia better way to interact, like a Slack community, that would be great, we could also provide files samples to reproduce issues.
I’ll post back here if the issue arises again.

EDIT: The delays and variations I am talking about are around 50ms at most, very hard to notice, it requires videos where you can make sure when sound is supposed to happen (with shocks for instance), not sure if it the same order of magnitude that other users are reporting.
