There is definitely a codec issue. According to the log, PMS has record of the codec but can’t find it.

While I’m not an expert with DVR/Live TV, what I’m seeing is telling me PMS can’t understand the video stream coming to it.

Most likely the root cause is the missing codecs. I suggest stopping PMS, clearing out the Codecs directory, and downloading the codecs again on first need.
