Live TV channels from my HDHomeRun take several minutes to start the channel session, it wasn’t, my Plex server and Apple TV are using 1GB ethernet, only work on Plex web version works with no issues, but not on tvOS15, iOS15 or iPadOS15, the channel shows the first frame but it starts playing several minutes later. It wasn’t like this prior to OS15. Today I’ve updated my Plex server version to the latest to see if the issue was fixed but nothing, unsure where the problem is.

There are currently multiple issues with Plex on the iOS 15 beta and tvOS 15 beta and macOS 12 beta. There are quite a few forum topics about it - I don’t think it’s working well for anybody. I wouldn’t recommend any Plex users install the Apple betas right now.
These settings partially help some of the audio problems; it’s possible they would improve the issues you describe too:
