Plex is having issues being able to resolve and reach plex.tv. Is DNS resolution and Internet connectivity working from this server? Plex typically doesn’t work well without functional DNS resolution and internet connectivity. Is this a VMWare virtual machine, or running directly on your Linux host?

From the command line on your Plex server you should be able to do a “telnet plex.tv 443” to simulate a https call (or "telnet plex.tv 80 for http call) to plex.tv and get a successful connection similar to the following:
$ telnet plex.tv 443
Trying 99.81.213.165...
Connected to plex.tv.
Escape character is '^]'.

telnet> quit

Plex is also getting an error back from your HDHR Quatro when trying to allocate a tuner on channel 8.1. Is this error only happening for channel 8.1? I believe I see other channels tuning successfully. I’m suspecting that either something outside of Plex is tuning channel 8.1 on your HDHR, or one of your tuners is stuck tuning channel 8.1 and won’t release it. Have you tried restarting your Quattro? Note that Plex expects to have dedicated access to any tuning device, so if you are using a tool outside of Plex (such as the HDHR client) at the same time as when you are using Plex, then it can cause issues and errors. You can look directly at the tuner usage of your HDHR by going to its web interface in a web browser (should be http://192.168.1.241 for you), then go to “Tuner Status”. Are the tuners in use as you expect? Is a tuner using channel 8.1 when you don’t expect it to be? You can also directly check signal strength and quality of a channel here.
Errors in your Plex logs showing the HDHR returning a “Server returned 5xx Server Error” when trying to tune channel 8.1:

DNS, does not seem to be an issue, maybe a red herring, i.e.:
jpg@moviebox:~/plex$ telnet plex.tv 443

I tried the other TV channels, and yes they do work. All of the 8 (8.1, 8.2, 8.3, etc.) channesl fail. The SD Homeruns have been rebooted, but no effect. No other application accesses them, plus they are quatros (4 tuners), so unsure why all tuners are failing. All tuners on both SD’s show “not in use”. Do you have any suggestions on how to diagnose? Or is this a SD issue?
At one point the eth0 interface wasn’t working which caused most of the epg failures. Check your log to see if you are still getting CERT: incomplete TLS handshake: sslv3 alert bad certificate . If a restart doesn’t clear it up then you may need to log your server out and back in.
Can you watch this channel with the HDHR app? That would determine if it is a station problem or Plex.
Have you tried rescanning channels from Plex? It is possible that channel 8.x in your area has gone through a repack and is now broadcasting on a different frequency. You can rescan from Plex Web -> Settings -> Live TV & DVR. Then click on where it lists the number of stations you have enabled. For example, it will say something like “65 channels - 45 enabled”. That will pop up a window that has the “Scan Channels” button in the upper right. If any new channels are found then you can assign them to a guide channel if you want. Then after you click on “Save” I think it will do an EPG refresh.
