Yes, on external player like MX player live tv is working
Seems to be an issue with the decoding engine within Plex App and running on Marshmallow. Had a similar issue on my Galaxy S5. Made those changes in the Plex app and it now works. Did not have the issue on a Galaxy Tab S2 which is running Nougat although playback was a bit choppy. Changed to use “Android Media Player” on the Tab S2 and the choppy streaming disappeared. Its a first Beta so I can live with it
