Live tv stutters but all other media plays fine

I’m using a HDHomeRun Quatro and xTeVe version 2.1.2. The live TV function works great on all my devices except for my Firestick and Firestick 4K. Home streaming was set to Maximum but I have now limited them to 720p 4Mbps but random channels stutter or freeze. When this happens I click quality and it says 720p 40Mbps. To fix it I click “Play Original Quality” then click “Convert Automatically”. It’s frustrating that I have to do this almost every time I change channels.

Other settings: Video quality: Auto adjust = off (off or on, still the same problem), Home stream 720p 4Mbps, Remote stream 720p 4Mbps. Advance: Passthrough = HDMI, Refresh switching = off, Resolution switching = off (on or off, still the same problem).

Any assistance would be greatly appreciated.
