I experience the same problems and we aren’t alone, I think this is a platform independent server side issue, linking to other reported issues (and other clients) to help dev team track down and resolve the actual problem:

Absolute garbage live TV & DVR playback. I’m typing this while recovering from one of the most annoying problems. If it was free I wouldn’t complain but this is something offered that I paid for. This is mostly watching football and mpeg2.
Things that happen when fast forwarding 30 seconds
hangs at 33%. CPU doing nothing. Can skip ahead or back and it fixes itself. Annoying.

Plex live TV 720p channels work, but 1080i channels fail after about 2 minutes on a Roku Streambar and a Roku Ultra that are both on Roku OS 12.5, build 4169.
