With the ps4 and a local server in the same house on same wired network does the ps4 play the movie over the Internet and back in or does it detect it is local and just plays at full local quality settings direct ?
Ie: does it use the plex server settings local or remote playback method ?

That may well be something to do with Plex Pass verification or searching remote PMS servers. It might even be an error to require PSN on the app development side (see https://forums.plex.tv/topic/133876-psn-down-means-no-plex/).
The media itself however, is streamed over your local network.

Plex app requires logging into PSN to enable Plex app to work. so when the PSN is down. The Plex app won't work on the PS4 either.
Psn was down last night for maintenance and when I logged into plex it did give me a psn login error but than proceeded to load plex and it worked fine, even when psn was down and I was not logged in ?

My server is local on same network.
Could not get into store or online with psn and after the initial error it worked fine ? Not sure how then. Might try a test tonight and turn off router to stop Internet and see if it works , my server is on a switch and not into router so should still see it.
yeah but the router issues out ip addresses. so just disconnect the phoneline instead!
