So I got the Plex app for US Playstation 4 installed this morning, added the pin and it works as I am a plex pass member but I noticed when playing with UI that my local server shows up as remote. I tested that it wasn't just a display bug as the Mbps limit was applied to a tv show I played based on the remote settings not local. So is this part of the limitations while limited to plex pass members? Because that would really suck to have to stream in a loop out without the local server discovery. I also verified on my FreeNAS server I am running the latest released Plex Pass version of the Plex Server.
Are all your local servers on the same local network? Could the PS4 be on a 192.168. network and the server be on a 10. network?
I'm interested in the output of https://plex.tv/pms/resources?filterByPublic=1. Sign into plex.tv on the same network as the PS4 then load that URL. Please direct message me the output.

I am also having the same issue. The plex server is showing up on my public IP instead of my local IP when hitting that URL you posted. I replaced private data with "XXXXXX*
I DMed him my information but my setup is that my FreeNAS plex server is running off a cisco switch with a different gateway than the PS4. The PS4 is connected to the wireless router. I have everything on the same subnet but it appears the discovery is not through a broadcast domain but is somehow tied to the gateway. I changed my PS4 to use the same gateway as the FreeNAS plex server and it switched to local detection. So I asked mseely to please explain what exactly goes on for the local discovery as far as networking so I can troubleshoot further. Apparently my roku3 has been doing this for awhile but I never noticed due to it not calling out local/remote in its plex app UI.
Interesting. I will check that out when I get home. My server is running a VPN, so that may explain my issue, but it really shouldn't matter because the VPN is not NAT'ed and it is connected to the same router as the server.
So I found that if I change my gateway to match plex server of .254. It works I can also change it back and it still works after closing app and restarting. But after a power cycle or rest mode it loses it and goes back to remote

Same issue here works flawless on my Xbox One but for some reason the PS4 on the same network in my bedroom picks it up as remote. Movies and shows are limited bandwith for example I have movies set to the 8Mbps default and they will drop down to 3 and sometimes 4. The app itself is also slow I mean its slower to load than any other PLEX app I have used. All of my devices are hard wired minus of course the laptops and phones.

I have a legit network but there is no VPN and everything is on the same subnet.
Hmmmm… was going to buy a plex pass but now I’m not sure I want to be limited by this… my PS4 is on the same network subnet as the Plex server so I wouldn’t want it to be recognized as a remote server
Just wanted to report that the latest version of app on Roku preview and PS4 both work if in the same subnet but different gateways. Not sure what they did to fix it but mine works correctly now.
