Local streaming with Plex Server on NAS and Plex Pass

When downloading to my iPad while on my home WIFI network on the same subnet as my Plex server running on a Synology NAS, I find the download to be very slow. I am not transcoding the file, it is just slow.

Question: Is the being delivered to my iPad directly on my local network, or is it being uploaded to the internet and then back down to my iPad. The second scenario is the only one that I can imagine is causing the slowdown. If this is the case, Is there any way to avoid this when on my LAN? I can see this is a feature if I am not at home, but it is a pain in the backsides when at home.

It’s always been slow. many many requests to improve and still slow.
No explanation given by the team why it’s so slow.
