My toddler is off with her mom out of the country, and I’d like to set up new shows to sync to her iPad if possible. Is there any way I can change the list of items to sync based on her user and device? Or, is that something you have to do on the device itself?

You need to be logged in to Plex Web with the same plex account the mobile device is signed in.
Then you can see and manage the synced items under Status - Sync.
And you can add new items to be synced with the left hand action bar when on the preplay page of that item.
However sync will not commence until the device in question is connected to a WiFi network and the Sync process is initiated in the properties of the mobile app. (the device may also have to be plugged into a charger)
