The problem is there is not standard rating called “TV-13”. The rating for this age group is called “TV-14” and what I am finding is that when a managed user is set to “Older Kid”, they are able to view content rated as “TV-14”. I believe the issue is that underlying filter for the profiles is using the wrong rating and allowing “TV-13” for the older kid profile which should be restricted to “Teen” profile.

Can you give an example where an “Older Kid” can view a “TV-14” item? A specific media item/show/movie? Are these items on your server, or stuff provided by Plex?
I think that “TV-13” is a typo, and it’s actually using “TV-14” internally. My “Older Kid” profiles don’t see “TV-14” (or “TV-13”!) content.
Consider changing the Restriction Profile to None, and then manually editing the allowed ratings for Movies, TV Shows, and Music. This will auto-populate with the rating labels that exist for media on your server.
A lot of pre-MPAA media didn’t have useful ratings. It was nice to go through my library and search by Content Rating for surprises.
