Manual Update not updating Server

Server Version#: 1.31.2.6810
Player Version#:

I was able once to manually update my server. But now, when I update it the version never changes. I am successful in doing the update, nothing. Reboot doesnt change the version either.

Steps:

  1. Download newest server version.
  2. Stop server.
  3. Manually install server.
  4. Reboot

Same version.
