Plex Media Server runs in the background. You don’t see anything when you run it, except a small Plex icon in your system try to indicate it is running.

I am having the same problem at the moment, Using Win10 and trying to start my plex server via browser, and its lagging and wont seem to connect, All other web pages load just fine.
If this is your first time using Plex, make sure you are using the local Plex Web client and not the hosted one.
No, ive been using plex for over a year and usually dont have issues starting my PMS via win10 browser. Today it seems to not want to connect to the plex server.
What does Web show? Is your server unavailable or can’t be connected securely? Or no server at all?
If you can load the local Plex Web, then PMS is running. Maybe you accidentally signed out or into another user? Try signing out and back in to make sure you’re on the correct account.
EDIT: After letting the install file run for about 15 minutes, it completed and I can now launch Plex (on Windows 7). I guess my advice might be to try downloading and installing the latest version since that seems to have fixed it for me.

I am having the same issue (with Windows 7). I rebooted my computer recently (usually, I leave it on for a month or more at a time) and when I just looked at it today, Plex was not running (and I am unable to access it via the normal webpage). The Plex Media Server.exe task is not running in windows task manager. I decided to re-launch it, but that did not work, it seems like it crashes within a few seconds. The plex logo will show up in the icon tray, but as soon as I hover over the plex icon, it disappears (which it typical of a program that has crashed).
I wasn’t sure if I could just install the latest version of Plex to try and fix it, but when I downloaded from the Plex website version 1.25.3.5385-f05b712b6 and tried to run it, it get stuck at the “Setup Progress Processing: Initializing…” step. I can see two instances of PlexMediaServer-1.25.3.5385-f05b712b6-x86.exe *32 within Windows Task Manager but nothing is happening (note: I only clicked open once, so not sure why there are 2 of them in there).
I’d be happy if I could just launch Plex, but the fact I can’t run the installer either seems weird.
It probably wasn’t stuck. Were you running an older version of PMS before? There was a change in 1.24.5 (I think) that changes quite a bit in your database and it can take some time to finish depending on how much data you have and the speed of your server.
I was running an older version before (but not much older). Are you saying that, prior to the install, it will do work on the database? Note that after it sat in the “initializing” state for awhile, it then moved to the step where it installed some sort of Microsoft (maybe .NET) Distributable thing, and then after that I watched as it deleted all the files from the Program Files (x86) folder and then installed them again - and after all that was done, it successfully launched.
If it does database stuff first, then all that other stuff, then maybe. I do have over 1000 shows.
Yes, on startup, Plex will check if changes need to be made to the database. You’ll see this in the logs, it’s called a migration. The one introduced in 1.24.5 will take several minutes to complete for a fairly newish system. If you have an old system or something with a slower cpu, it may take 5-10 minutes. That windows you see is to indicate this migration taking place. It should only need to make the migration once so you won’t see it on the next PMS start, assuming it finished. If you interrupt it, it will do it again when you restart so it just appears nothing is working.
