Migrate to Big Sur--.dylib files "can't be opened"

I’m attempting to migrate a well-established (but not particularly huge or involved) server from an old Mac Pro running 10.11.6 over to a brand new Mini M1 with Big Sur. The migration instructions on this site are pretty clear and straightforward, and very easy to follow.

All of my media is on an external drive, so the library locations–in Volumes/Plex Storage–are the same on the new system as they were on the old system. And I have only 7 libraries. But, I have a bunch of collections and playlists. So I thought migrating would be useful. I did all the steps, including copying over the .plist file (and then restarting) as well as the Plex Media Server folder from Application Support.

All seems to be well, except the .dylib files in ~Library/Application Support/Plex Media Server/Codecs. They’re in a strangely named folder in there. Anyway, there are 17 of them–and launching Plex, or doing anything inside Plex, brings up Big Sur’s warning that it couldn’t open those files because Big Sur can’t check them for malicious software.

I understand Apple’s security stuff over the years, and for applications that won’t open it’s as simple as right-clicking them to get the dialog box that allows you to fix this problem. But these aren’t applications, and the dialog that comes up offers no option to fix this. It’s just “Okay” and “Show in Finder”.

This seems to be a hard stopping point with regard to this migration.

For grins I got rid of that entire Application Support/Plex Media Server folder and relaunched Plex; it rebuilt that folder from scratch for me, including the Codecs folder–but the Codecs folder was empty. Huh? Then how did I originally get those codecs on my old system?

And do I need them at all after I migrate to my new system? Is it as easy as just migrating, deleting the problematic .dylib files, and continuing with the migration process? Will something rebuild them as I continue the migration process?

I could just start from scratch, but I’d rather not. Any ideas? Anyone? Anyone? Bueller?
