I could see Apple doing an App Store for AppleTV. Would they allow an official Plex app? I'm not so sure. Apple is somewhat bullish and I can seem them saying that there is no need for the Plex app. If you want new movies, purchase them from the iTunes Store, or on the device itself. If you want to handle existing movies, well, simply use iTunes to rip them. Oh, they are copy-protected and iTunes won't rip them? I'm sure the iTunes Movies section has that movie on it.
Having said that, they did not seem to mind allowing people to rip audio cd's, so perhaps they would not be too worried about people accessing content that wasn't purchased from Apple (if you get my drift ;)).

Many apps are not needed for iPhone too ..
I think apple will accept Plex app in this case
I would love to see Plex in a ATV App Store. I’ve postponed installing it because my PMS PC is also used for my home business, and while the PMS software itself hasn’t caused any problems, I’ve been concerned about installing the related software, the terminal window, and anything else that I could regret. For now I use Plex iOS mainly.
You could always run PlexConnect on a Raspberry PI
