Move Install to another system is not working

Server Version#: PlexMediaServer-1.19.2.2737-b69929dab-x86

Original setup: One computer as my gaming rig and media server
New setup: Bought a new computer for gaming and re-purposing my old computer as a dedicated media server. The only hardware I took from the old rig is the GPU and the 1TB SSD that had the OS and Plex Server install on it. That SSD was cloned on to a normal HDD, so the original OS and Plex Server on the HDD still run perfectly fine on the old rig.

I ordered a new, smaller, SSD to use as my OS for the media server. I also wanted a fresh install of Windows 10 Pro for this media server rig, so that required transferring my Plex setup on to the new SSD and fresh install of Windows. All of my media is stored on a separate HDD on that same old computer and it’s drive letter has remained exactly the same from the old OS to the new. Plex was installed on the C: in both scenarios as well.

I have followed the instructions in this article, but it is not working:

Source System:
Plex Media Server settings indicated it was on the latest version.
I turned off “Empty trash automatically after every scan”.
Shut down the server
Copied the registry
Zipped and Copied the %LOCALAPPDATA%\Plex Media Server folder
Copied both to the Destination System.

Destination System:
Installed PlexMediaServer-1.19.2.2737-b69929dab-x86
When it got to “Launch” I closed the window.
Unzipped the %LOCALAPPDATA%\Plex Media Server from the Source system, moved it in to the same location on the Destination system, and overrode any existing files.

One thing that seemed weird about this step though, is the folder structure on the new install looked different. It did not have a %LOCALAPPDATA%\Plex Media Server folder. It instead had %LOCALAPPDATA%\Plex\Plex Media Server, but it’s contents looked totally different than what I was copying in. There were some overrides but not many.

Merged the reg files in on the Destination System
Restarted the Destination system.

Started the Plex server
Opened the Plex Web App
At this point in all of the youtube videos I watched, they all saw their libraries on the main screen. I do not. That was the first indication that something is wrong. I continued with the steps anyways just in case.

Signout and back in to the server
Edit/scan your libraries, everything is still missing.

I’ve repeated and started from scratch several times. I’ve tried a few variations like copying the %LOCALAPPDATA%\Plex Media Server folder from the source in to %LOCALAPPDATA%\Plex\Plex Media Server on the destination… redone the registry merge… etc. Nothing is working.

Worst case scenario I can just wipe the new OS on the new SSD and clone the old OS on to it, but I was really hoping to start new on a clean windows. Has anyone else run in to this?
