I have a Synology 720+ NAS running the Plex Server using NAS Drives and Read Cache using a 250GB m.2 Samsung Solid State Drive. I have ~600 movies most of which run 1920x1080 or lower. I have no 4K or 2K movies. The vast majority of my movies play on my Samsung TV without issues. On some movies, regardless of resolution, the movie will pause about every 1 or 2 seconds for about 1 sec and this continues through the whole movie. However, these same movies do not stutter on my PC using the Plex.tv browser app. All movies were extracted using MakeMKV, then turned into M4v files using HandBrake. I keep the same setting in Handbrake for all conversions.
All of my connections are hard wired using ethernet cables, but another kicker is that they will play on my Android phone using WiFi without issue.
Has anyone else seen this problem before. I want to think it is the Samsung App problem, but I’m not sure of this because some of the larger movies with the highest resolution play fine, and some Animated Children’s shows stutter.
I get stuttering on my Samsung TV but my configuration is. DS1019+ as server, Apple TV 4 (player), Samsung sound bar, then Samsung 2012 TV.
My observation is when it’s a high delta change per frame (huge scenery movement) and more so if the stream bit rate is above 3,000.
The stuttering is like frame dropping and I think it’s more my older hardware or cheap sound bar not being able to handle the bit rate through put requirements.

Okay based on your input I went back and using Handbrake I reprocessed two particular videos that I was having this problem with. On the Video tab I changed the Framerate from “Peak Framerate” to “Constant Framerate” and used the default of 30 fps. Once I did this both videos stopped the stuttering and pausing.
