Samsung tv stuttering playback

I have this crazy stutter that happens all the time. Any movie or TV show that is high resolution (1080p or higher). The stutter happens every few seconds and it just seems like the movie is hitching or struggling to play back. This has been happening for years. It hasn’t bothered me enough to come and seek help because I’ve always had a computer by my tv and just used that. Now I don’t have that option anymore and I need a solution.
I know the file is fine and plays back just fine on the host server, my laptop, Samsung S9 cell phone and others. But there is a constant stutter which makes it impossible to watch the movie without getting sick or causing a head ache.
I also have the same issue on my Roku Stream stick plus. But only on 4k movies.

My server is plenty strong at least I think so.

I’m hoping it’s a bad client and it can be upgraded/updated. Is it a Windows server thing that is struggling? I’m not sure what to do I’ve messed with every setting about a million times it seams. And the stutter has never left.

Look at the audio type. Usually the good stuff makes plex puke atmos, true-hd etc. If your transcoding the video portion and you have too low a bit rate that will make it angry too. You can go into the dashboard and look at the CPU utilization to see if your device is getting angry. Plex is bad about device profiles allowing plex to send to the device what it can handle. For instance last time I checked there is only one profile for every xbox. The hardware is vastly different but there is only one profile.

Short version. When you try to play something.
Check and see if either the audio or video is trancoding.
Check the audio stream. Choose the audio track and take it down to less channels non atmos/trueHD and it will probably work.
The last thing is subtitles. For some reason some of my media used to have issues with subtitles.
Different versions of plex have vastly different behavior when nothing else changes.
Works great then you do an update … runs horrible.
So much so that I have a prod and test server with snapshot capability.
I do an upgrade on the test VM/Machine first and if it borks it I roll it back to the snapshot (that I took right before the attempt.)
I do the same thing on the prod side because it might have issues sometime afterwards. Take a snapshot, install update, reboot twice then let it run. Then I delete the oldest snapshot.
Would be nice if there was a way to revert to the older version or if there was some kinda feedback button that you could just click and say hey … this runs like garbage now and uploads logs to them. (Only if you check that option and deliberately send it.)

But hey… it looks like for some time they have been interested in adding features more than it working reliably.

Currently I run 2 plex servers and an Emby server. Emby doesnt have as many nice features but it will transcode/stream anything (even 4k) disturbingly fast. Absolutely destroys plex for speed with both hardware and software transcoding. I have seen emby have issues with very few video content and subtitles occasionally but I would have to say I use emby 97% of the time.

Plex interface and functionality is much better … when it works. The interface and functionality means nothing if it cant play anything.

Do you have hardware transcoding capability on your laptop? I dont know if a radeon can do it. Send me some pictures I am interested in helping.

Yes i can do hardware transcoding. I’ve used it and it helps sometimes and others it completely destroys the stream. I’ve looked at the transcoding options and messed with everything and for some it helps and others it doesn’t. For instance If i watch Now You See Me(4k Original playback) locally is plays fine. If i play it remote it’s an absolute dumpers fire and doesn’t even to attempt. But at the same time I can play Black Widow (4k Original playback) with no issues. Bit rate is almost the same but i get two completely different playback responses.
