Moving Plex Server to a newly formatted Mac - Plex won't open now

I recently factory reset my Mac and have followed the directions at the following website perfectly (at this point, more than 10 times).

Everything goes smoothly until I try to re-open Plex after copying the source files/folders to the destination folders. I have attempted this process at least 10 times and every time I attempt it, Plex will not reopen. I see the Plex icon flash momentarily in the Menu bar. I have performed this process successfully in the past, and I just don’t understand what can be going wrong.

Can anyone offer any assistance to me?
