My Plex server is showing offline

I had it working and now I can not access my server from any device, firestick, tablet, phone, computer

on the PC with the server it says the remote access is good, green check, I have a static ip for my pc on the lan and it is correct in Plex, I made sure on the moden the port forwarding is good, made sure the router does UPnP, I don’t think I changed anything to make it stop working,
I deleted Plex server from the PC and deleted the regedit folder to start over and it still isn’t working

Help me Plex community, you’re my only hope

so after an hour of not doing anything different( I called it quits for tonight) it started working, on 1 device, I will have to wait till later to try the other devices,
Gremlins I guess?

and now on the PC it wont even turn on remote access, when I click on Retry, it spins then says “Not available outside your network”
and I have not changed anything
What is going on?
