Remote Access not working

Player Version#:
i have installed Plex server in my laptop. I tried enabling remote access in the server. It shows as Fully accessible outside your network for a short span and then shows Not available outside your network. I am using manual port (32400).
I made my laptop IP static
I added the port under port forwarding in my router
I disabled UPnP in my router
I added a new inbound rule in my firewall

I re-installed my windows
I re-installed the plex server

Still getting the same error

Please help me to resolve the issue.
