My Plex server shows as offline for a remote friend on their home network. On cell data it's fine

My server set up:
Server Version#: 1.41.3.9314
Player Version#: 4.141.0
Server OS: Windows 10 Pro (up to date as of this time posted)
Plex Pass Upgrade: lifetime

Testing/Background:
This is to help my friend out.

I can connect and view movies on my plex server over my home local network and also when I use my cell data.

As another test, my brother can connect to my plex server library on his home local network and on his cell data. He also can connect to my server library at a friends house on their home local network.

My friend, the one experiencing the issue, also has a plex server and I can connect and view her library on her server from my home network and on my cell data.

The Problem:
When on her home local network, my friend tries to connect to my server but it is showing as “offline” on what seems every device: Her TV and iPhone. But, when she is on phone data it doesn’t show offline and she can see my library. She was able to view my library back in August 2024 and she started noticing the issue back in November 2024. Other than new updates to the server, I don’t remember having changed any settings. She claims to not have got a new router since between August 2024 and the time of this post.

Is this an issue on what seems my end or on my friend end? I would like to say that it’s probably on her end since my brother and I have no issue connecting via our home local networks.

What could be the problem?

Have her power cycle her router (pull power, wait 30 seconds, restore power).

After the router is back online, using a PC/Mac browser, try https://app.plex.tv/desktop/. Can she access your server?

If that does not work, have her point the browser at the public ip address & port of your server. She should be able to pull a Plex login page directly from your server.
