Plex is indicating it is offline to some users

I have been running my Plex server for about 5 years, no problems until now.

Under “Remote Access” I have a green check and in that menu it says “Fully accessible outside your network.” I had some users tell me Plex was offline so I turned off my WiFi on my phone and it is showing as offline for me.

However, some users outside my local network are streaming (I see it in activity). What would cause Plex to appear as offline for some users but not others?
