If it looks ok and one person can play everything fine, your other friend might just not have the bandwidth to handle your stream
You can get away with 20mbps download speeds when you stream Netflix or Disney+. It’s likely those servers are also much closer to his house. You may have movies that require over 100mbps. Tell him to check his download speed
In the settings on your friends player under “Remote Quality” tell him to switch to Original or Maximum. The default is usually set too low at 2-4mbps.
If the person is trying to watch 4k movies on his phone it’s going to transcode no matter what you do.
If the person uses a browser tell them to try the Plex for Windows or Plex for Mac app. It’s a better player with better support for direct play
I don’t know what kind of server you’re running. Some servers can do 30 transcodes with no problems and some can’t even do one
These are just generalized guesses. You need to do some investigation with specific files and see exactly how they’re failing to get a cut and dry answer

I will try those settings but it buffer on direct play and on hardware, accelerated only on him my bandwidth for my server is 1gb up/down
