New Android Plex app does not handle Windows-1252 (ANSI) subtitles correctly

Plex, we are still waiting for you to fix the subtitles encoding detection even if it could happen to be wrong! Although it would be correct in 90% of the files!

A report was made to see if it can be done with new player but I can make no promises.

ANSI encoding with SRT subtitles used to work with iOS application version 8.45, but now with React Native Client it does not. It is a regression even though officially it has not been supported.

I would like to remind you that some of Windows subtitle editors favors ANSI. Because of that UTF8 conversion is extra step today with Plex.

I appreciate that. Our 8.45 client on Apple Tv used mpv player as a the player stack before that it was the default Apple system AVplayer. Those had plenty of other issues/limitations folks did not like either. We currently use our own we have more control over. As I said a request report was put in to potentially add this but I make no promises.
