New Downloads Feature Keeps Failing (for files larger than 2GB)

Are either of the below meant to fix it? I tried the most recent version (listed 2nd) and still experiencing the issue. Would I need to redownload content downloaded before the update?

Or are the fixes for downloads listed not related to this issue?
