On my iPad Pro WiFi downloads works as intended. So in that case you will need that setting enabled if Wifi Only.
Aeroplane mode off in system settings
already tried with wifi only on as well and aeroplane mode has never been on
i have played around with different combos of the download settings and nothing has worked

Not sure, if this behavior had been reported before:
In the morning I watched a movie while being in the bathroom using my tablet that got the New Experience version of the player.
I used the button to skip the intro, then chose a certain position of the movie (h264 mkv) on the timeline. Near the end of the movie, I skipped end credits.
I noticed that after Plex skipped end credits, it played the same movie from the beginning which is unwanted.
I did not willingly set a “repeat” option - I would not even know how to do it.
So, chances are good this is another bug.
Yep I mentioned back a couple of months ago that they tried the bottom navigation row and the blowback was so huge that they eventually went to the (much better) hamburger dropdown on the left.
You would think Plex would learn from their prior history but apparently not.

That opens the menu, yes. But the user experience is way worse!

All of this crap i don‘t need.
Before plex had a simple, customizable hamburger where I simply had movies & tv shows pinned and these other items (like discover) that i dont want removed.
Now i have an additional bottom menu that clutters up my screen with stuff I dont want, and an extra click to get to my libraries. Big step back!
Give the hamburger menu back (that users can customize) and remove the bottom menu!
Go to server settings and disable Online Media services, restart your iOS or Android device.
Demand and Discover will be Disabled.

Now at least the demand and discover are gone.
Still, however, the previous menu was better: i was able to pin my libraries directly into hamburger menu. Now they are nested inside the „libraries“.
With only „home“ and „libraries“ shown, the bottom menu litterally just takes up screen real estate and is worse than the previos hamburger menu where I could directly go to specific libraries
Yes many agree, the whole process of a new Experience is about not making it more difficult, it about Minimising the app.
It had become Bloatware in my opinion and many devices struggled. Give it a few more iterations and lets see if the developers can create a more compatible app for the huge suite Plex supports.

Most of my issues I’ve experienced with the new iOS app on my iPad are with downloads:

A long press on the libraries button will allow you to select a specific library to open.
Give an Apple iPhone user an Android phone and they FREAK the F out.
That’s the kind of level we are at. Learning a whole new set of things to then erase the routine and familiarity of what the older apps did is a SHOCK to the brain and I can guarantee you that a few MILLION will certainly delete the Plex app cuz it just isn’t what it was. It’s that simple.
Correct and here I am a Mac Head using a Samsung Phone as I no longer can justify the spend as I’m retired.
A55 Samsung and my Wife phone is a A52S Samsung, iPad pros, ATV, Mac Mini Pro. I hear what your saying and even myself I’m often second guessing.
