New install "A problem has been detected with a core component of Plex Media Server." Win10

Seeing as every other thread with the same error has zero replies and are auto-closed after 90 days I don’t have much hope, but here goes…

New install on Win10 Pro, all latest updates/patches. Setup completes, launches browser to “http:// 127.0.0.1:32400/web” which cannot be reached. I have a lightbulb moment, change the 127.0.0.1 in the URL to “localhost” and it brings me to the “how Plex works” screen, I click through, wait on the server setup page as it states “Please wait a moment while Plex starts”, and eventally arrive at the “A problem has been detected with a core component of Plex Media Server.” error message.

Confirmed the service and processes are running in task manager. Reinstalled, restarted, etc. Running on an admin account and installed with admin privileges. No weird GPO restrictions (this is my personal device) or any extra firewall/AV stuff (other than Windows-native stuff). The machine I’m trying to run this on is a normal box that an “average” person would have, no special settings or apps or anything.
