New ISP - Friends Lost Access?

I don’t know if it’s related but I recently changed ISPs and now my friends are not able to use Plex on their TVs. They tell me they can log into Plex from their laptops and see the content but not their TVs.

I’ve always had a port 32400 enabled and allowed through my firewall. Historically in Settings | Remote Access I occasionally see the message ‘Not available outside your network’, but people can usually still access my server.

Currently I’ve seeing the following:
192.168.30.135 :32400 <-- Public xxx.xxx.xxx.xxx : 32400 x Internet

When Plex tells me ‘Not available outside my network’, to test things I’ll fire up my VPN and then log into Plex and everything works fine. If using a VPN I should be logging into my server from a ‘outside’ my network correct?

What, and where, can I look in the log files to see what’s going on when someone tries to log in and is denied?

Some VPN clients allow local traffic to stay on the local LAN (as you would need that to access local file shares and network printers).
