I had the same error and made the same changes as @taimou and it is now working as well. Thanks for sharing @taimou!
I made the changes recommended by @taimou in Windows and still getting -13 error when trying to play anything. Any additional help would be great.
Try restarting Plex server and then making the changes and saving and restarting server again
