No longer able to play video on server build 1.16.1.1291

Having some recent difficult with getting plex to do much of anything. When attempting to visit the server through a browser direct to the :32400 I get an initial header load then just a blank black screen and loading into infinity. Curiously app.plex.tv/desktop will bring up the server dashboard (I assume this is a remote cache) and allow me to log in, but hits the same wall of nothing the moment I attempt to play anything.

It’s a similar situation on the official windows and android apps, and chromecast as it is to app.plex.tv/desktop where I get the dashboard loading but it just hits a wall of perpetual loading upon attempting to play anything. I have it set up to source a trailer before playing a movie, but even this just loads ad infinitum.

I’ve tried signing out, waiting, then signing back in. Did nothing.
I’ve also tried uninstalling the server through windows add/remove programs, downloading the latest build and then reinstalling. This did nothing and curiously when I reinstalled the server it automatically had logged me back in so I guess the uninstall wasn’t a full one?

Looking at console I’m getting the following output when I try to load dashboard through chrome direct to the IP:32400.

If I access the media library of the server directly through windows and play it through windows film & TV knocking plex out of the equation I get immediate smooth playback without any issues whatsoever.

127.0.0.1:32400 on the server itself brings up the dashboard however playback remains elusive.

Unfortunately I haven’t been able to find an old version of plex to spin up and see whether it’s an update compatibility issue. Does anyone have any ideas? I’d really like to be able to get plex working again.
