New PC 9900k will not transcode anything

Good evening,
Built a new i9000k and runnin windows 10 pro, no Graphics card. I cannot seem to transcode anything at all. I have been playing with all of the setting in the transcode tab with no luck. I set the transcode folder to a ssd, it puts the folders on the drive but does put any files on there and when I try to change the quality on anything from original it says server is not powerful enough. It says that instantly and doesn’t even try to transcode.

Also if i may ask, could someone point me in the right direction to where I can save my meta data? I am not going to transfer my old, I just can’t figure out where exactly it is saving to and how to change that location. I know i could on my old pc but I can’t seem to find it now.

Thank you sir. The transcoding magically started working somehow.

I have plex installed on my c drive so the meta data can rest there as its a new 1tb pcie ssd. And I’ll just beat the sata ssd for transcoding and the dvr service.
