New plex server unable to setup

Hello, I recently installed and uninstalled multiple times so the web browser would recognize my server app. I could not find a good solution.
Everything installs and runs correctly, except I can’t “manage libraries” in the service/task bar. I also can’t start the server version.

So I’m stuck with a perfectly working server and web app that can’t connect, leaving me with no way to enter the initial setup/linking of the accounts.
I’m on windows 10 64bit, it doesn’t seem to crash it’s just not allowing me to setup the server I downloaded and I can’t find any useful to help diagnose or fix the problem. Everything on plex’s website just tells me how to set up when I can’t do any of it.

  1. You’ve signed into the Plex Media Server using your Plex account,
I can only open plex to a normal streaming account/settings, even though I’m the admin.

Server Version#:1.21.0.3616-d87012962
Player Version#: unsure

  1. Open a browser on the Windows machine that runs your PMS
  2. Navigate to http://127.0.0.1:32400/web (http://[PMS IP address]:32400/web if you’re on a different machine within your home network)
  3. Complete the setup.

Thanks for the fast reply. I’m using a personal computer for all of it so it’s local until I connect apps once it works.
I put ex. http://192.168.1.5:32400/web but it said ‘refused to connect’. I used my personal IP as I couldn’t find how to locate my PMS IP if it’s different. IP put between // and :3240…

I am using a VPN as well. I turned it off to double check that it wasn’t blocking it but yeah just of note, I want the VPN to work with the server eventually but that may be an important note for setting up.

If your PMS is on a different PC you should be able to identify its IP address in your router.
If your PMS is running on the very same PC you’re using, you can use 127.0.0.1 or localhost – both of those usually point to the local system.

It’s on the same PC, how would I use localhost to grab it? I’m experienced with software and windows commands but not extremely so specific step’s help a lot

Just open the URL from above in your browser:
http://127.0.0.1:32400/web or http://localhost:32400/web

It still opens the same user app :frowning:

Did you install the Plex Media Server under another Windows account than the one you’re running it with? Or have you been using a different Plex account as part of the multiple installs/uninstalls?

I’ve been using the same Windows account and Plex account for every install and uninstall

I was able to fix it by deleting the entries in the registry. Thanks so much for the help, currently stuck on getting my phone connected but I did start a port forward which got the server remote access.

If you know any tips it would be helpful. Hopefully I can keep flying through it to get devices on soon.
