In order to complete the setup you need to open your Plex Media Server through its local IP.
If you’re on the same machine… open http://127.0.0.1:32400/web in your browser. If you’re on a different machine inside your home network, use http://[PMS IP address]:32400/web instead. This will bring up a wizard/dialog where you can name your server and link it to your Plex account (as well as creating your first libraries).
Once you “claimed” your server (=linked it to your Plex Media Account), you’ll also be able to access it from other Plex apps or via http://app.plex.tv/desktop.

How are you opening/accessing your newly installed server (I assume this is a new install)? Are you on the same machine, the same network; accessing the server using a browser or some Plex app?

Yes I have uninstalled and reinstalled many times and nothing will come up.
Are you on the same subnet as that machine?
If not, you’ll need to establish a local connection first, e.g. using a SSH tunnel (as per guide from the support article linked above).

Did you previously have an instance of Plex Media Server installed/running on that machine? If so you might need to follow the procedure to start over from this support article:

Try an InCognito/Private browser on the server when entering http://127.0.0.1:32400/web notice no (s).

No luck incognito im afraid.
Dont want to have to install windows again.
Nobody says you’ll need to.
But you might have some better shot if you share some more details than yes/no answers – e.g. how are you getting stuck / no progress with an incognito window? Similarly… when the linked support article didn’t work – have you gone through all the steps, cleaning the registry as well?
The logs Tiebierius was asking about might be helpful.
