HAH, wait, no. It’s weirder than that. For optimization and download jobs, the impact of Disable video stream transcoding depends on the original video codec.
When the source video is h264, Disable video stream transcoding causes the video transcoding settings to be silently ignored. Regardless of source size and bitrate, target settings are ignored and the video is only remuxed.
