I have a lifetime plex pass and other users connecting to it are able to download for offline viewing on mobile devices. Unfortunately it appears new users that recently created an account are missing the option even though I have granted them the “download” option. I created a test account and cannot download with it either. Is this a new “feature”? All existing users that created accounts years ago are still able to download via ios using the new app.

Unfortunately, any account created after 2022 must personally have a Plex Pass to be able to download from a server, not the server itself.
Any account created before then is grandfathered in and can download from a server as long as the server has the plex pass. Note the lone orange dot on the left-hand side of the chart in the article, it is pre-2022 clients on free accounts that connect to server accounts with the pass.
Any managed users, or users added to your Plex Home are considered part of your account, and can download without having the Plex Pass, but there are big consequences to joining someone’s Home, so make sure you know what you are doing and you MUST trust them.
