I’m running Plex on my Windows 10 desktop. Recently upgrades to a Google Wifi mesh network from a WRT1900AC router as its radio was dying. Everything runs smoothly and actually have more reliability connecting to an outside network than before. However, when I turn on my ExpressVPN, I lose all connection. Not only remote connection, but all server access from inside the web interface. I have enabled split tunneling in ExpressVPN with all the Plex apps added, but nothing is really seeming to help. Anyone with a similar setup been to resolve this?

For good or bad I have ExpressVPN Working. Plex itself is bypassed but the rest of the apps and server work under EVPN.
I used the VPNBypass app (many thanks to those folks for some great tools) at https://nedrelid.net/programvare/VPN-Bypass/
I had to enable IPV6 in Plex.
I do NOT Have any port forwarding set up although I set up the servers actual IP to Port Forward in case I rollback for any reason and did not want to go looking for it. But without the port forwarding entries it worked fine.
When checking on a remote Plex connection the IP and PORT Show as Unknown: >> “Private Unknown IP Public Unknown IP Internet” on the remote access page. I’ve tested it remotely and it works fine and have not had performance issues.
That’s it. Just make sure you start the VPN, before starting PMS and that the service for VPNBypass is running (just click to Restart it in the App if it is not).
I tried IPVanish with the same process\config and it WILL NOT Work. I didn’t spend a lot more time with it being I already had EVPN Working. EVPN is more expensive and less devices but it also plays much better with two Synology NAS Servers I have using their Open VPN connection.

Just to add to the startup process:
VPNBypass and ExpressVPN are services. VPNBypass is set to auto start and ExpressVPN can be set to start up, connect, and hide in the tray on startup.
The issue is that Plex MUST start after ExpressVPN. So to do that I just set up a Task Scheduler Event. I triggered it by Log On of any user. I set my Plex Server to Log On Automatically with the Plex User account I set up. ( in Windows using "control userpasswords2). I also set PMS to start with a 1 minute delay (Depending on PC speed can make it anything) so ExpressVPN has had time to connect before PMS starts.
Surprisingly it all works as I had hoped. IPVanish - nope.
