I signed up for ExpressVPN and it’s installed on my laptop and turned ON. When I open Plex and go to Server, my Remote Access is no longer working. It worked previously. Is it because of ExpressVPN? Any way to fix this?

Can’t speak for express VPN but I use AirVPN which has a feature called remote port forward.
You need a clear path from your Plex server to the internet the conventional way is to forward the port of your router however if you use a VPN your traffic is encrypted and arrives on the internet through the exit server of your VPN. You either need to make a rule in your VPN to forward the external port of your VPN exit server to your PMS port or else get PMS to operate outside the VPN.
Another way to do this is if your VPN provider supports OPENVPN and you have a DD-WRT router you can make the router your VPN client and create rules so only specific IP address enter the VPN. This is no help if you want VPN and non VPN services on the same computer. I put traffic of my Plex server through the VPN so I use DNATing to forward ports from VPN to Plex server and remote port forward to send these through the VPN and out to the internet.
