No basic install when first lunching Plex

Hi, I just format my windows. then I have reinstall Plex server for windows. it lunch the web page then the login as always. but when I’m in my account i have no where i can acces/lunch/create a server. When i click to ’ Your Media’ its says ‘GET PLEX MEDIA SERVER’ but I already installed it. I do have restart and also uninstall and re install it but still have the same issue. Also I did go on plex support to find How to create but i have nothing close of what they show … What should i do now ?
