I have a lifetime Plex Pass.
What puzzles me is, that in none of the context menus, does the Download entry exist.
What gives?

Downloads are only available in “Plex for Windows/Mac/Linux” and Android mobile and iOS.
They must be triggered from within that app.
On top of that, you can only download from
- your own server
- from a shared server if its owner has explicitly granted you that privilege
You cannot download the free, ad-supported Video on Demand titles which come in the “Movies & TV on plex.tv” media source.

I recently replaced my Linux server with the mentioned Windows server.
I have now tried what you wrote, by downloading one of my own videos, from the Windows server to my Android tablet, and the test worked.
Problem solved / never existed.
