No Internet = No Plex - even in same network?!?

My home provider had an internet breakdown the other day, and even though my Windows PC (running Plex server) and my TV (WebOS with Plex App) are cable connected to the same router, Plex on my TV said I can´t use it because no internet. How come I can´t use it within my home network still, like any other media server setup?

Thanks. I am just a normal user and these instructions are fairly complex. I could follow only partly and that didn´t bring success of course.

Why is Plex not rather just functioning / streaming content in a home network even if it is not connected to internet - on its own, without tweaks that require expert knowledge in system admin?
Like I said, other media servers work in a home network, because they are connected by this already, without internet connection. So it shouldn´t be impossible. And for this one here I even pay.
Would be really great if the developers would be considering doing something about this. Thank you a lot!
