Is it true that managed users cannot be given a login/password?
I need a way to quickly share a folder/library to clients.
I cannot make them go through a registration.

Login, yes and no. The login is internal only. Within your PlexHome.
Yes you can set passwords(4 digit pin) for managed users.
BUT I think you might be missing the point or misunderstand what managed users are.
Because manage users don’t exist outside your PlexHome your clientele will not be able to use. In order for them to actually use that ‘managed’ account you must first give them your admin login information. Then, and only then will they be presented with a ‘welcome’ login screen with all users(you, the admin too!!, though no matter anyways cause you give your login info out). Similar to this
