No Video Resume on only One of Two Firestick 4Ks

I have two Firestick 4K devices with Plex clients. With identical versions, one of them has an issue while the other seems to operate fine. None of my other players have the issue (PC, Linux, Android),

The Firestick 4K with the problem does not properly allow a video to be continued. The top-level menus properly display whether videos are partially watched with a completion bar showing how much of the video has been displayed. But when selected, the display no longer shows the completion bar and only allows starting from the beginning.

Since it only occurs on one of my Firestick 4Ks, I reset the bad one to factory defaults and reloaded Plex. No joy.

Any ideas?
