Yes. But I might have an idea why it isn’t that way. According to the documentation:
If
Always enabledis selected, the “Forced” subtitle will be treated as normal
If I read this correctly, the “forced” flag is simply ignored if you use the “Always enabled” setting. In that case Plex might simply select the first available subtitles in the configured language. Have you tried if it matters if the forced subtitles are in a later track number?
Anyway, even if this matters, I would still consider it a bug. And not just that, forced subtitles are also still bugged in the “shown with foreign audio” setting in my opinion (as described here in german).
About reaching Plex personal: I agree that it is hard to get a bug fixed in Plex. It took me 4 months to get mine fixed (which now seems to cause problems for other people, sorry 
). And I also couldn’t get the attention of any mod or team member in the english forum section. Only after I created a thread in the german forum, a german mod entered a bug for me. After that it took “only” a bit over a month to get it fixed.
