When there is no Internet available (which sometimes occurs for several days) the Plex app on my LG TV will not connect to my server (on the same LAN). The Plex app says the Internet is unavailable. I don’t care whether the Internet is available or not. My server is available and that is all that should be necessary. My Roku functions perfectly under this condition. So, it would be nice if you could fix your app on LG TV’s.
