Not Autorized on every client until i restart server

It is a simple, but very annoying issue that has persisted across multiple server versions and different clients (web, android, WebOS LG TV). My client basically says “not authorized” and the only way to fix it is to restart the Windows server I have running. That’s it. Logs are attached. Any help is appreciated!
