"Now Playing", "Top Users", "Play History" and "Top Played" on Dashboard Not Working

The “Now Playing”, “Top Users”, “Play History”, and “Top Played” sections on the “Dashboard” have historically worked and shown expected content. However, recently these stopped updating and showing data.
I have different users on various platforms (Windows, iOS, Roku) both remotely and locally, and sometimes they will show up in “Now Playing” but usually not. When they do appear in “Now Playing”, if I view the details on the “Dashboard” from both the Windows and Web apps the entries appear accurate for ~5 seconds and then “Now Playing” clears itself - showing “Nothing is currently being played” even though playback continues. The “Activity” icon in the toolbar matches “Now Playing”, where it sometimes will have a badge that correctly shows the number of users/streams, but then clears itself ~5 seconds after viewing the “Dashboard”. Regardless of if they show in “Now Playing” temporarily, none of the content is displayed or included in “Top Users”, “Play History” and “Top Played”. In those views, “All Media”, “All Users” and a long enough timespan are all selected . Users, including myself, report successfully streaming the content.

The server is running Windows 10 with all Windows updates applied, I rebooted the system with no change to this behavior, and the system is available via a public IP with Relay disabled. I recently found and installed Tautulli and it also is not reporting the information described above. Any help/advice would be appreciated!

Looks like I am not the only person with this issue. Anyone have thoughts or ideas?
