Like OP, HW transcoding is broken.
I’m still on Android 9. Server Version is 1.25.3.5385. On the dashboard, it shows as transcoding, but no (HW) designation that I used to see.
I think this snippit from my log shows it:

It’s definitely broken - transcodes work, but I’m getting buffering, stuttering, and artifacts in videos I never got before.
