I just bought a NVidia Shield (non-pro) as my PLEX app on my Synology NAS was no longer powerful enough to watch 4K 10-bit movies. I still have the exact same issue as when they upgraded to Android 11.

When I mount my NAS share from my Synology I can successfully see the videos and play them if I use the Photo’s and Video app on the Shield so I know my media is accessible.
But when I go into app.plex.tv/web and go to Add folders to library>Browse for media folder I do not see my NAS share like expected. I only see the internal SD card. I also made sure to add the permission for the PLEX app to see Files and Media. When I am in the PLEX app on the Shield and go in to settings “Plex media server” is not where it should be in between subtitles and Advanced which leads me to believe that the PLEX Media Serer is not loaded.
As a side note I have factory reset the SHIELD 3 times now and to no avail.
You cannot run Plex Media Server on the Shield “tube” model.
It is not supported.
Note that the Plex client app on the Shield P3430 is also troublesome. It is prone to audio dropouts when playing high bit-rate media such as 4K HDR rips.
Suggest you return it, if possible, and acquire the Pro model.
Which Synology model?
As long as the media is direct playing, it takes very little CPU to stream 4K HDR.
The Shield Pro makes an excellent Plex client. It will direct play most everything you throw at it. It will not direct play ASS subtitles. Enabling them results in a video transcode. However, the same is true for most Plex clients.
The Shield Pro makes an average Plex server. It will transcode 1080p and lower resolution video. Do not expect to reliably transcode 4K HDR video. I scanned the server-nvidia-shield section of the forum. There are many reports of problems transcoding 4K HDR media. I did not see any reports of successful transcoding.

Keep in mind that Plex is aware of it (and presumably investigating the issue to try to identify the root cause).
However, the Plex team have, to my knowledge at least, not (yet) confirmed that they are working on a fix yet.
